The Kenya 8-year rule for car imports decides which used cars you can bring into the country. Under the Kenya Bureau of Standards (KEBS) standard for used vehicles, a car must be less than eight years old from its year of first registration. In 2026, that means cars first registered in 2019 or later. Older cars cannot be imported for general use.
The rule sounds simple. However, questions about registration dates, manufacture dates, shipping timing and exceptions cause real problems for buyers. Rules can change. KEBS and KRA publish the current requirements. As a result, always confirm the latest position before buying, or work with an importer who does.
What exactly is the 8-year rule?
KEBS standard KS 1515 sets requirements for imported used road vehicles. One requirement is the age limit: used vehicles must be less than eight years old from the year of first registration. Moreover, vehicles must be right-hand drive and pass pre-shipment inspection.
The rule aims to keep Kenya's vehicle fleet safer and cleaner. Older vehicles tend to have higher emissions and more safety risks. Consequently, the rule shapes the entire used car market in Kenya.
The cut-off year for 2026
In 2026, the oldest importable cars are those first registered in 2019. Cars first registered in 2018 or earlier do not qualify. In 2027, the cut-off moves to 2020. Therefore, the window shifts forward every year.
Registration date vs manufacture date
The rule refers to the year of first registration. However, authorities can also look at the year of manufacture. A car built late in one year and registered early the next may raise questions. For example, a car built in late 2018 but first registered in 2019 could face scrutiny.

What about cars that arrive late?
Timing matters. A car that qualifies when bought may not qualify on arrival if the cut-off changes in between. For example, a 2019 car bought in November and shipped in December may arrive in January 2027, when 2019 cars no longer qualify. Consequently, cars near the cut-off must be bought and shipped early.

What happens to overage cars?
Overage cars can be refused entry, held at the port or ordered to be re-exported at the importer's cost. Storage charges build up during the process. In addition, penalties may apply. As a result, an overage car can become an expensive loss. Never risk it.
Are there exceptions?

How the rule affects prices
The rule creates a clear price ladder. Cars at the edge of the window, such as 2019 models, are the cheapest importable versions. However, they have the shortest remaining import window, which affects resale. Newer cars cost more but remain importable for longer.

How the rule affects duty

A short history of the rule
Kenya has limited the age of imported used vehicles for many years. The current eight-year limit is part of the KEBS standard for used vehicles. Over time, authorities have tightened enforcement, especially around manufacture dates and documentation. As a result, today's importers must be more careful than ever about dates and paperwork.
Debate continues about whether the limit should change. Some argue for a shorter limit to cut emissions. Others argue for flexibility to keep cars affordable. Therefore, keep an eye on announcements from KEBS, KRA and the National Treasury.
Common misunderstandings
First, "the rule counts from the model year". In fact, it refers to the year of first registration. Second, "a car is fine if it was bought in time". However, what matters is compliance on arrival and clearing. Third, "older cars can be cleared with extra payment". In reality, overage cars generally cannot be cleared for general use.
Moreover, some buyers believe facelift kits make an older car newer. They do not. The chassis number and documents decide its age.
Checking a car's age yourself
For a Japanese car, ask for the export certificate, which shows the first registration date. For a UK car, check the V5C and MOT history. Then decode the chassis number or VIN for build details. In addition, compare these dates with the auction sheet. If anything conflicts, ask questions before paying.
The rule and locally used cars
The rule applies to imports, not to cars already registered in Kenya. Therefore, older cars that were imported legally in the past can still be bought and sold locally. However, they often have high mileage and uncertain histories. Read our mileage check guide before buying one.
Planning for next year
If you plan to import next year, remember the window moves to 2020. Therefore, 2019 cars should be bought and shipped this year or not at all. Similarly, if you want a car that stays importable longer for resale reasons, choose a newer model year.
